I began by creating the modular pieces and low-poly bases in Maya. I then went into Zbrush to sculpt detailed high-polys and from there used Photoshop to generate all my textures for the brick, stone and tiles in the scene. I assembled the scene in UDK using my concept paintings as a guide. In aiming for the right effect I built a set of vertex-colour-based shaders that allowed me to paint interesting variations in texture type, reflectance and colour onto the meshes. Lastly I adjusted lighting and post-process effects to try and match the feeling of the concepts as well as possible.
